The Nigeria Civil Aviation Authority (NCAA), in collaboration with the Ministry of Aviation and Aerospace Department and the Aviation Working Group (AWG), is hosting a high-level dialogue to strengthen the aircraft financing frameworks and improve treaty implementation across Africa.
The two-day event with the theme: “Maximizing the benefits of the Cape Town Convention Africa Event 2025,” opened on Tuesday, November 11, 2025, in Abuja.
Delivering the opening address on behalf of the Director-General of Civil Aviation, Capt. Chris Najomo, the Director of Operations, Licensing and Training Standards (DOLTS), Capt. Donald Spiff noted that the progress we celebrate today reflects our firm commitment to investor confidence, transparency, and the rule of law.
Capt. Najomo attributed Nigeria’s leap in the Cape Town Convention compliance index from 49 to 75.5% in a year to her issuance of the Federal High Court Practice Direction in 2024. Hence, the Cape Town Convention is a pathway to progress and not just a legal document.
Regulators, policymakers, legal experts, financiers, and other industry stakeholders in attendance, including the Permanent Secretary, Ministry of Aviation, Dr Ibrahim Kana, reinforced the need for sustained collaboration between regulators, industry players, and the judiciary to deepen implementation.
